Sberbank to Launch Off-Chain Crypto Trading System in December Under Russia’s New Digital Asset Law

The cryptocurrency infrastructure Sberbank is building looks almost nothing like the open, permissionless networks most of the market trades on. Russia’s largest bank plans to launch a digital custody system and crypto trading platform by December 1 that will keep the vast majority of transactions off-chain, with the bank itself controlling the deposit, withdrawal and transfer wallets, according to the original report. It is a deliberate move to recreate the rails of traditional finance inside a regulated crypto envelope, a contrast to the decentralized custody models that underpin global spot markets.

Sberbank’s system will record customer ownership on internal ledgers, meaning trades and settlements won’t touch a public blockchain in most cases. That architecture gives the bank full visibility over flows, simplifies reporting to authorities, and limits exposure to the kind of cross-border movement that sanctions enforcement agencies track on open networks. For the Russian state, the trade-off is clear: control wins over the trustless principles that originally defined the asset class.

Timing and the New Russian Crypto Regime

The project slots into a legislative sequence that gives the market structure almost no time to adjust. Russia’s new digital asset framework takes effect on September 1, introducing the legal basis for regulated crypto operations for the first time. But the full licensing regime for intermediaries, including exchanges and custodians, will not be mandatory until July 2027. That leaves a nearly two-year window in which Sberbank can operate under a lighter, transitional oversight while establishing itself as the dominant onshore liquidity venue.

No other Russian financial institution has publicly detailed plans of this scale. If Sberbank deploys smoothly in December, it will capture most domestic flow before competitors even clear the licensing stage. A recent push by US banks to derail landmark crypto legislation highlights how differently state-aligned lenders are behaving depending on the jurisdiction. Large American banks are still fighting to water down crypto market structure bills, while Sberbank is building the plumbing for a parallel system.

What an Isolated Russian Crypto Market Means

The off-chain model creates an obvious liquidity silo. Assets held in Sberbank’s custody won’t be freely transferable to external self-custodied wallets or foreign exchanges without going through the bank’s rails. For Russian users, it could mean faster settlement and lower counterparty risk within the ringfenced system, but at the cost of being cut off from global depth and price discovery outside of the bank’s order book. It raises questions about whether the ruble-paired valuations will track prices on Binance or Kraken, or drift into a local premium.

That design also complicates compliance for any international firm that ends up interacting with the Sberbank network later. The infrastructure arrives at a moment when tokenized real-world assets are scaling rapidly elsewhere. Institutional tokenization markets just crossed $20 billion on-chain, driven by settlement experiments between firms like Ondo and JPMorgan. Those networks assume a degree of interoperability that a centrally gated system does not provide.

What remains uncertain is how the jurisdiction will treat stablecoins, which the report does not mention. A purely ruble-denominated crypto book has limited appeal against dollar-pegged liquidity pools offshore. Without a clear path to integrate settlement with major stablecoins, the Sberbank environment risks becoming a closed circuit that works for domestic payments but not for hedging or trade finance in a usable format. The December launch will likely reveal whether the bank intends to plug into any external liquidity source or keep the walls fully up.
